No to BSL BSL and the criminalization of dog food link
Acronyms that appear in the title of this post from "Breed Specific Legislation , or Castilian " breed specific legislation ". They are basically a set of regulations on the owners of certain breeds of dogs deemed "dangerous" to be found in the laws of countries like the U.S., Canada, Italy, Switzerland, Puerto Rico and the United Kingdom. Is a little-known in Spain, but beyond our borders there is a strong anti-BSL movement. In our country there is potentially dangerous dog law (PPP) also affects a number of races, but does not (yet) to the hardness of the BSL.
owners breeds included in the BSL are subject to a number of obligations that depending on the application area could be: take the dog muzzled in public, hire a civil liability insurance, keep in owner's property without the possibility of going outside or even inside a kennel. In some places reaches a total ban possession of dogs of breeds affected, leading to transfer or killed. In the blacklist races of BSL can find Rottweilers, Dobermans, Chow-Chow, Husky, Boxer, Presa Canario, American Pit Bull Terrier or Cane Corso, among others.
Such laws are born in response to public alarm created by cases of dog attacks on humans, usually caused by media that publish this kind of news without investigating the case correctly and completely ignoring behavior of the canine species. Obviously the cases that come to light, the most serious, are featuring dogs for their great size can inflict more damage, coincidentally the races that includes BSL. The numerous attacks that smaller dogs and socially accepted, such as the Cocker or Yorkshire, will not be published ever since the damage they can inflict is much smaller. This will end up demonizing a series of races for the conduct of a very small number of its members, behavior that in most cases the dog is not directly responsible.
Against the BSL is wielded various arguments, but personally I think these laws are designed wrong from the start, being based on something like the breed that have minimal influence on the behavior of the adult dog actually being environmental factors that influence the most. By environmental factors, we understand the environment in which the dog has grown, the treatment received and their training, among others. Because of this, about what is actually being legislated on a characteristic of the animal (breed) that has no relation to the damage to society to be avoided, which removed the rest of the law.
The vast majority of dog attacks have the main responsibility the owner, who with the treatment and training (environmental factors) that has given the animal has done to develop this unstable behavior. The aspect of training refers not only to owners who have done the wrong way by not having enough knowledge, but also to those unaware that they have intentionally obtained an aggressive dog. It is these irresponsible owners to whom the law should prosecute and convict, and not just the acts of his dog, but also for having brought about a problem behavior.
But in many attacks the victim is not free of guilt, having caused the aggressive reaction of the dog by not knowing how to relate to it. From the time humans we accept and live with dogs are required to know a minimum about his behavior, but if too many parents allow their children to see dogs as toys that can do what you want, then something is wrong with our society.
